Carlos Lozano-Garzon [SM’13] is Assitant Professor in the Systems and Computer Engineering Department at the Universidad de los Andes. He received his Ph.D. degree from both the Universidad de los Andes, Colombia, and the Universitat de Girona, Spain. He worked as professor at the Universidad Nacional de Colombia, among others, and as a visiting professor at the Universidad Nacional de Asunción, Paraguay. As a ComSoc volunteer, he is a member of the Conference Council, Member Services Board , and Educational Services Board. In addition, he was a member of the BoG as a Regional Director (2016–2017), and he served in the LA Region as the DLT/DSP Coordinator, Membership Development Coordinator, and Colombia Chapter Chair. He is currently Publicity vice-chair of IEEE ICC 2021, and was General Chair of IEEE HealthCom 2019, publicity vice-chair for IEEE PIMRC 2019, among others. He received the IEEE ComSoc LA Region Young Professional Award, the IEEE ComSoc LA Region Distinguished Service Award, and the IEEE Region 9 Outstanding Volunteer Award, among others.
