Sandra Olivia Hidalgo Pérez, she is an electronic engineer from the Universidad Mayor de San Andrés in La Paz Bolivia, she has worked in public and private entities in the telecommunications area. She has diplomas in leadership, ISO in quality management and in innovation and creativity for education. She was the founder of the first IEEE student branch in Bolivia also of the Section for professionals, the Women in Engineering Bolivia affinity group and the  Comsoc Bolivia Chapter. Actually The IEEE is the Institute of Electrical and Electronics Engineers, a voluntary, non-profit organization considered the world’s largest association for technological development. She obtained national and international recognition in leadership by JCI (Junior Chamber International) and by the IEEE Awards too.
